I hate the recap but it’s just how most anime was like in the 2000s.

I think it's just supposed to take out the time in the anime. It's the same thing with one piece. There doesn't really happen much in one manga chapter, so they lengthen what they can and put more recap time, so the episode would last 22 mins.
